Enrique "Rick" Crooks, PE

President & Founder

Mr. Crooks is an experienced professional with significant capabilities in the planning, design, and implementation of infrastructure improvements. As a trusted advisor to EAC’s public and private clients, Mr. Crooks provides oversight for some of the company’s most complex and innovative projects. Mr. Crooks is also actively involved in the community, and has served in a leadership capacity for numerous organizations to advance the industry. 

Michael "Mike" Adeife, PE, ENV SP

Senior Vice President | Civil Engineering Technical Director

Mr. Adeife has extensive engineering design and management and construction experience. His capabilities encompass utilities, urban planning, stormwater and hydraulics design, transportation, and land development. Mike utilizes his proven expertise to provide technical direction for EAC’s Civil Engineering department.

Kuo-Ting "KT" Lin, PE, PHD

Senior Vice President

Dr. Lin has 34+ years of experience in structural analysis and design for a wide variety of bridge structures, including concrete and steel grade separation structures, water crossing and viaduct structures, and segmental concrete bridges. He is adept in major bridge structural systems, including steel plate and steel box girders; concrete beams utilizing prestressing; continuous post-tensioned concrete structures; and segmental concrete box bridges. Dr. Lin has been involved in some of South Florida’s highly regarded structures, such as MIC (Miami Intermodal Center)/MIA (Miami International Airport) Interchange, MIC Earlington Heights Metrorail Connector, SR 826/SR 836 Interchange, Tamiami Trail/SR 90, and Brightline Miami Station Rail Infrastructures. He is familiar with the AASHTO (American Association of State Highway and Transportation Officials), ACI (American Concrete Institute), and AISC (American Institute of Steel Construction) design codes, as well as local and state criteria.

Marie Chong, CPA

Senior Vice President - Chief Financial Officer

Ms. Chong is a Certified Public Accountant with extensive experience across various industries. Her expertise covers business operations, financial and tax management, auditing, and investment analysis. As CFO, Ms. Chong is responsible for directing all the financial functions within the firm, including managing financial operations, budgets, cash flow, audits, and taxes, while ensuring compliance with regulatory requirements; she also oversees the administrative functions of the company.

Harold Desdunes, PE, CGC

Senior Vice President

Mr. Desdunes has over 36 years of civil engineering and management experience in transportation infrastructure. He is an accomplished transportation executive with experience in program management, transportation planning, public involvement, public transportation, project development, environmental management, roadway design, traffic operations, and right-of-way activities. Mr. Desdunes is a former employee of FDOT, where he held positions of increasing responsibility, from Roadway Design Engineer to Director of Transportation Development. In his director role with District 6, Harold oversaw all aspects of planning, project development, design, and contract procurement for a five-year, $4B work program, which was funded with local, state, toll, and federal revenues.

Andrew Pierce, PE, PMP

Vice President

Mr. Pierce has over 35 years of diverse experience in the areas of rail, toll roads, water and wastewater, ports and airports design and construction. He has been responsible for overall management, staff direction, and technical guidance for large-scale transportation projects and programs for the last 25+ years. Andrew has strong leadership skills in the contractual, technical, and financial management of projects, budget development, business development strategies, and technical staff recruitment.

Huntley Higgins, PE, PMP

Vice President

Mr. Higgins has over 25 years of engineering infrastructure design experience. Specifically, his expertise includes the planning, design, permitting, and construction administration of stormwater management systems, water transmission and distribution mains, wastewater collection mains, force mains, reuse mains, and pump station projects. Mr. Higgins has held several engineering, management, and leadership roles in his career. As Department Manager, he leads, mentors, and oversees the work of project managers, engineers, and engineering interns. In addition, Huntley is responsible for the strategic planning, business development, client relations, quality management, and financial aspects of the department.

Ramon Borges, PE

Vice President

Mr. Borges has 30+ years of engineering experience, including work program management, design, construction management, maintenance, procurement support, contract negotiation, and contract administration. Ramon has provided electrical, Intelligent Transportation Systems (ITS), tolling, and roadway lighting engineering services to FDOT Districts 4 and 6, the Greater Miami Expressway (GMX) Agency, Florida’s Turnpike Enterprise (FTE), and the Central Florida Expressway Authority (CFX). Mr. Borges leads EAC’s efforts associated with the next generation of ITS and tolling systems for national and international clients, to improve safety and mobility on major limited access facilities.

Mr. Borges’ main role is the Program Director for EAC’s GEC service to GMX. He is responsible for the delivery of GMX’s 5-year Work Program, including planning, design, and construction oversight of ITS, roadway and tolling projects.
